What language packs are available for Windows Server 2008 R2?
There are currently three language packs available for Windows Server 2008 R2:

Please note that, although there are three language packs available for Windows Server 2008 R2, these language packs will be available for all Windows Server 2008 R2 images. Thus, the same image will support one, two, or all three of the available language packs.
Language Packs must be installed before you can use them.
Language packs must be installed and enabled on all Windows Server 2008 R2 images before you can use any of the language packs. To ensure that you have all language packs enabled for all Windows Server 2008 R2 images, add the “language packs” disk to the image preparation disk set in Image Preparation Wizard (IPW) as described below.
You can configure the IPW to only add one or more language packs by creating an image with only one or more language packs and using it to deploy new images.
Language Packs are installed by adding a language pack to the IPW disk set, which is the disk that you add to the image preparation disk set when you use Image Preparation Wizard to prepare a new image.
Note: The IPW is not available for Windows Server 2008 or Windows Server 2008 R2 SP1.
